A 1994 study carried out by Occupational Psychologists on behalf of the Health Education Authority showed that 21 million working days are lost in England each year due to sickness absence arising from stress-related illness. Putting a figure on the overall cost of sickness absence, the CBI say it came to more than £13 billion that year, which far exceeds the burden of lost output due to industrial disputes. This figure is rising consistently year after year.

The introduction of self-certification has created another dilemma for management as the system appears to provide opportunities for individuals who choose to abuse the system itself, or for individuals who feel the need to use the system as a “buffer” and momentarily escape the pressures of work.

Inevitably the net result is that those individuals that are genuinely ill are then placed under greater stress and a vicious cycle of self-certification buffering and managerial stereotyping of “shirking” ensues.
